$xoops_isuser ist eine smarty-Variable, da du aber PHP-Syntax verwendest, dürfte! PHP diese Variable unbekannt sein. Eigentlich!! müsste das hier klappen:

<{php}>
if (!$xoopsUser) {
header(Location: http://intranet/user.php');
exit();
}
<{/php}>
